TRANSFORMING CITIES FOR A LIVEABLE FUTURE FOR ALL

Germany’s Development Cooperation

Liveable cities are agents of change and encourage citizens to shape a just and climate-friendly future. Liveability in cities is the central theme at the German Pavilion at WUF11, which will be opened with a discussion on the following key questions: What makes a city liveable? What can we do to ensure a liveable future in cities worldwide? What are best practice examples? How does German DC contribute to this?

Join Germany for the opening ceremony and follow a fruitful discussion with the Federal Ministry of Economic Cooperation and Development, the implementing organisations, and local actors.

Creating joint visions for desirable urban futures: Together for just zero-carbon cities

Together for just zero-carbon cities

Moving from knowledge to practical climate action is challenging, as goals might seem unreachable. At the same time, cities and their inhabitants have to deal with other,
supposedly more urgent challenges. The session will discuss how to build narratives of decarbonisation that relate to different audiences.

By exploring ways to create visions for desirable urban futures for all, this event will seek to inspire climate action and showcase concrete ideas of how socially just decarbonisation processes can be triggered and accelerated.

INTEGRATING GENDER AND LNOB PERSPECTIVES IN SUSTAINABLE URBAN MOBILITY.

From Local projects to National policies.

Recently, transport departments at local and national level in Latin America have developed and tested new approaches and instruments for a more holistic gender perspective in urban transportation planning.
The event provides a platform for an exchange between public administration officials from Colombia and Costa Rica sharing practical insights from strategic work on sustainable modes of urban mobility creating higher impacts by integrating the needs and effective costumer behaviours of women and girls. Government action for mitigation gets combined with equity and inclusion leaving no one behind.

FROM ELMAU TO KATOWICE AND ON TO POTSDAM - URBAN DEVELOPMENT AND INFRASTRUCTURE IN THE G7

This event will build a bridge from the WUF to the G7 Summit, which is held in parallel
in Elmau, Germany. It will discuss G7 member’s politial commitments to an urban
development policy framework and to leverage local action for low-carbon, sustainable
and inclusive development.

The G7 Partnership for Infrastructure and Investment
(PII), initiated under the UK G7 Presidency, is a vehicle to support this ambition and
carries on efforts of previous G7 presidencies. It can contribute to highlighting specific
challenges and opportunities for infrastructure development in cities and urban areas.

Meanwhile, the G7 Urban Development Ministers are getting ready for their first
ever meeting in September 2022 in Postdam to define G7 policy priorities in urban
development.

CIRCULAR CITIES LAB – EXPLORING BENEFITS AND OPPORTUNITIES

How to design regenerative, resilient, zero-waste cities through circular economy approaches?

This lab will be used to brainstorm on the circular economy in cities. Together with the audience, we will collect up to 100 ideas on the topic „ How to design out waste in cities through circular approaches?“ Short inputs surrounding the topic “a vision for a circular economy in cities”, with examples from different stakeholders and sectors, such as construction and housing, or products, will inspire the audience for discussions.

Collected ideas can serve as inspiration for future projects. Visitors are furthermore invited to provide feedback on existing projects and best practices.

UNLEASHING THE “TRANSFORMATIVE POWER OF CITIES” FOR AN EQUITABLE WORLD

Urban7 at G7

The G7’s goal of working “towards an equitable world,” can only be achieved if the “transformative power of cities” is unleashed and true multi-level governance is realized. As the voice of the cities within the German G7 Presidency, the Urban 7 adopted a powerful U7 Mayors Declaration in May 2022. Now, representatives of the U7 will present their vision at the World Urban Forum. Speakers will discuss the importance of urban diplomacy for all levels of government and address how the global governance system must transform.

MOBILISING GREEN URBAN TRANSPORT INFRASTRUCTURE

India and Germany joining forces to raise global ambition and speed up local implementation

Green and sustainable mobility infrastructure is the backbone of climate-friendly and liveable cities. German development cooperation (BMZ) supports its partner countries in the development and expansion of sustainable transport systems with its Transformative Urban Mobility Initiative (TUMI) and bilateral partnerships such as the Indo-German Green Urban Mobility Partnership (GUMP). The session brings government representatives and mobility experts in conversation to identify global approaches of sustainable infrastructure implementation and showcase innovative mobility projects from Indian cities.

Partnership Agreement - Czernowitz, Ukraine - Mannheim, Germany

The cities of Mannheim, Germany and Chernivtsi have worked together since 2014. Now, the two cities are formalizing the relationship with an official signing ceremony at the World Urban Forum.

PARTICIPATORY DEVELOPMENT OF NATIONAL SUSTAINABLE URBAN DEVELOPMENT AGENDAS

Experiences and lessons learnt from Ecuador and Brazil

Brazil and Ecuador have conducted participatory processes for the development of their national sustainable urban development agendas and policies during 2020 and 2021.This event will highlight the key steps in developing these agendas and policies, with a focus on to promote and sustain dialogue with stakeholders throughout the development and implementation process.

Key questions:

a) to ministers:

What were/are the biggest challenges in developing the agendas? Why is a participatory process important for the implementation of the agendas? How do you ensure that the agendas persist beyond policy changes and direct action by ministries (sustainability)?

b) to city mayors:

How have you managed to “translate” a rather abstract national agenda into concrete local actions in your municipality?

Digital solutions for the common good

Digital solutions to steer and manage urban systems, infrastructure and services towards a more sustainable future become more popular than ever. But how can we utilize not only improved planning capacities and resource efficiency for greater impact but more importantly enable inclusivity, participation and transparency while ensuring data privacy and security?

Big data, new partnerships but also a human-centered approach will be needed to fully exploit the potentials of Digitalisation for the common good, so that no one and no place will be left behind.

A diverse panel will discuss on these aspects at this inter-ministerial site event and showcase good practices how digital solutions lead to sustainable urban futures and achieving the goals of the 2030 Agenda and Paris agreement.

INTEGRATED APPROACHES TO DISSONANT HERITAGE IN EUROPE & BEYOND

Insights, Networks, and Future Perspectives

All over Europe, dissonant heritage of the 20th century is under discussion. This interdisciplinary project offers an in-depth exchange about integrated approaches to dissonant heritage, especially in smaller towns and remote areas. A group of European institutions, experts and local practitioners has been working intensively on the topic since 2020.

The discussion will explore, e.g.: How can integrated approaches develop the potential of these sites for society, for tourism and for urban and regional development and make it usable in the long term, e.g. as places of local civic participation and democracy building?

The exchange contributes to the Partnership on Culture and Cultural Heritage in the Urban Agenda for the EU and its policy recommendations for the EU, Member States, cities and regions.

Local governments in Ukraine have demonstrated their effectiveness, not only in transforming administrative structures, but also in their impressive resilience in face of an existential threat. Partnership-networks have proven to be a critical source of immediate material and immaterial support for local autonomy. Is the redistribution of responsibility from hierarchical structures towards horizontal networks key to integrative and resilient forms of governance? How can local governments be strengthened as independent actors, in international cooperation and beyond?

LEVERAGING LAND VALUE CAPTURE TO ACHIEVE CLIMATE GOALS IN CITIES

Land value capture (LVC) has huge untapped potential for climate action and can help close the global climate finance gap. It provides a revenue source for much needed infrastructure. However, local governments face constraints for implementing LVC instruments in terms of land valuation, legal frameworks and administrative and technical capacity. As cities plan and implement projects that will help them adapt to climate change, they are focusing on nature-based solutions such as restoring wetlands or daylighting rivers in built up areas. These solutions can be costly, but the benefits for the environment and even land values can shadow the scale of the investment.

The session will explore key principles underpinning LVC, examples for the application of LVC instruments across the world, and paths toward quicker adoption and implementation of LVC to finance and/or implement key components of the climate agenda.

The power of peer learning and multi-level dialogue

Based on three peer-learning cohorts, GIZ/Dialogues for Urban Change (D4UC) in support of the German Federal Ministry for Housing, Urban Development and Building (BMWSB) will describe how their trademark peer-to-peer learning methodology is designed. Partners Partners of BMWSB from Germany and the USA, Ukraine and South Africa will provide testimony on how the methodology supports the realization of local, national and global policy ambitions for integrated urban development for the common good.

JOINING FORCES TO UNLOCK FINANCE FOR GREEN TRANSFORMATION

Urban infrastructure is key to reducing emissions and adapt to a changing climate. Yet, cities face enormous difficulties in accessing finance for a just and sustainable lowcarbon development. Existing support to cities in identifying, prioritizing, pipelining, preparing and linking sound infrastructure projects to finance is fragmented and largely characterized by scattered pilot initiatives. Existing ones need to identify interfaces and synergies along the infrastructure value chain and join forces in scaling up action. Convened for “Leadership for Urban Climate Investment (LUCI)“, the main aim of this session is to demonstrate inspiring concrete links to discover how actors join forces and increase cooperation to unlock finance to urban climate finance.

Under the German pavilion’s theme ‘The liveable city of the future’ we want to invite a group of experts, practitioners and urbanists to discuss how a more effective and efficient use of public space and traffic areas can improve the quality of life in cities. While we bring a lot of questions and challenges from the German urban planning and research context to the table, we want to use the format to ideate possible solutions from various perspectives and create an interactive learning experience.

    INCLUSIONARY ZONING AS A TOOL FOR SPATIAL INCLUSION

    Experiences and Lessons from the Global South

    The event provides an experience sharing platform on Inclusionary Zoning (IZ) - important socio-economic policy, ensuring equitable distribution of resources to the most vulnerable. This event is meant for public and private sector officials, urban planning and affordable housing professionals and civil society organisations. The event showcases examples from India and South Africa, focusing on: the instrumental role of Global South in mainstreaming inclusionary housing through spatial planning; key issues of convergence and divergence; and, key opportunities and challenges in operationalizing.

    RESILIENT RECOVERY IN CITIES

    Creating a New Paradigm of Action and Transformation

    If cities design their recovery plans wisely, they can tackle the impacts of the pandemic and climate crisis in tandem. However, “green” or “economic” recovery plans often leave out the key element of resilience from an integrated and inclusive perspective. Through this event we will present and discuss tools and approaches used by cities under the Resilient Cities Action Program (ReCAP21), funded by the German Federal Ministry of Economic Cooperation and Development that was designed to support cities in their Covid-19 recovery planning to build resilience and advance a just transition.

    Peer to peer consultation: Bringing the SDG´s nearer to the citizens

    We present learning formats of the international city platform Connective Cities for sustainable urban development. Municipal experts worldwide exchange ideas about challenges and look for solutions in a format of collegial advice. As an example we perform best practice of the virtual dialogue event “Strengthening the local implementation of the Sustainable Development Goals (SDGs) through local reviews and monitoring”, April 2021. The 17 SDGs are well known in many local governments. But how do we bring them closer to citizens? Bonn and Manizales (Columbia) exchanged experiences and adopted the partner‘s ideas and activities.
