Local governments in Ukraine have demonstrated their effectiveness, not only in transforming administrative structures, but also in their impressive resilience in face of an existential threat. Partnership-networks have proven to be a critical source of immediate material and immaterial support for local autonomy. Is the redistribution of responsibility from hierarchical structures towards horizontal networks key to integrative and resilient forms of governance? How can local governments be strengthened as independent actors, in international cooperation and beyond?

Yurij Hanushchak | Director, Territorial Development Institute, Kyjiw, Ukraine
Expert on budget, local government. Member of task groups on the preparation of the Budget Code of Ukraine, reform of decentralization in Ukraine. Worked in the government in 2008-2010. Member of the parliament, 2011-2012. Author of analytical studies in the field of territorial organization of power, public finance.
Valentyna Tkachuk | Head of Urban Development institute, City of Vinnytsja, Ukraine
Valentyna Tkachuk lives in Vinnytsia, Ukraine. She has been working at the Institute for Urban Development for 5 years. Valentyna has experience in project management, international cooperation, interaction between authorities and civil society organizations. Training and facilitation skills helps her to achieve goals.
Volodymyr Miller | Deputy Mayor, City of Dnipro, Ukraine
Mr. Miller was born 1978 in Dniprorudne (Oblast Saporissja). Since 2016 he serves as the Director of the Department of Economy, Finance and City Budget of the Dnipro City Council and in April 2016 he became the deputy mayor responsible to coordinate the cities executive organs.
Andreas Wolter | Deputy Mayor, City of Cologne, Germany
Mr. Wolter is an elected representative in the Cologne City Council since 2004 and the first Deputy Mayor of Cologne. He is also the Chair of the Climate Alliance, a Network of more than 1,700 municipalities; and the Chair of the German-French Assembly in the CEMR.
